This document, the first of its kind for the country, was released at a pivotal moment as China strives to build a great modern socialist country in all respects and achieve national rejuvenation through the Chinese path to modernization. The effort is taking place in the face of the growing adverse effects brought about by changes in the external environment and increasing internal risks and challenges.

Against this backdrop, the white paper underscores China's confidence in uniting as one to safeguard its national interests. It also highlights the country's resolve to balance high-quality development with high-level security, and reaffirms its commitment to promoting the common security of the world.

China adopts a holistic approach to national security, aiming to prevent and mitigate risks during the process of Chinese modernization, forge a robust security shield for the rejuvenation of the Chinese nation, and provide strategic support for advancing world peace and development. This stands in stark contrast to moves made by certain Western powers that overstretch the concept of national security.

In terms of national security, China primarily focuses on safeguarding its national interests, especially core aspects such as sovereignty, territorial integrity, the well-being of its people, and sustainable economic and social development. China never seeks to infringe upon the rights and interests of other nations. Meanwhile, the country will not relinquish its legitimate rights and interests, nor will it compromise on its core interests. China will continue to firmly uphold its sovereignty, security and development interests.

In the new era, China has clearly identified the coordination of development and security as one of the major principles of governance. The country aims to foster a positive interaction between high-quality development and high-level security, promoting mutual reinforcement and coordinated enhancement between opening up and security.

China has strengthened national security across the board by comprehensively deepening the reform of the system and mechanisms for national security and accelerating the modernization of the national security system and capabilities. It has maintained overall stability and steady progress in national security.

Since the start of its reform and opening up in 1978, China has successfully navigated major risks such as the Asian financial crisis and the global financial crisis, and gradually grown into the world's second-largest economy. Its contribution to global economic growth has remained at around 30 percent for many years. The country is now well-equipped to coordinate development and security, effectively respond to external shocks, sustain economic progress, and maintain social stability.

As a major country with the best track record on peace and security, China is committed to a path of peaceful development. China endeavors to build the Belt and Road into a road of peace and prosperity with partner countries. The Global Security Initiative proposed by China had gained support from 119 countries and international organizations by the end of 2024.
